Robert and Janet Cooke’s daughter Rachel was abducted on
January 10, 2002. Unfortunately, no clues were found. Several law
enforcement and volunteer agencies were involved in the search,
investigation, flyer distribution, and many other activities to
try and find Rachel.
Many processes were done right, and others were either not done
or not done correctly. This document will point out both the good,
the bad, and the overlooked steps.
This document is meant to be used as a guideline. Each missing
person case is different. Use the best processes that match your
individual situation.
